The best time is usually the dry season between June and October which happens to also coincides with the famous great migration of wildlife mostly wildebeest from Serengeti to Masai Mara and vice versa. If you are looking to avoid the tourists crowd, visiting during the rainy season could be a good time for you. The long rains season is between March and May while the short rains is between October and December.
